PRESS RELEASE
FEDERAL MINISTRY OF EDUCATION
6 December 2025

FG CLARIFIES SUBJECT SELECTION UNDER THE SENIOR SECONDARY SCHOOL CURRICULUM AS WAEC REGISTRATION CONTINUES

The Federal Ministry of Education has issued comprehensive guidance to address widespread enquiries from students, parents, school proprietors and administrators regarding subject selection under the revised Senior Secondary School Curriculum. The clarification follows numerous calls, letters and public concerns arising from misinterpretations circulating across various platforms.

The Honourable Minister of Education, Dr Maruf Tunji Alausa FAMedS, CON, and the Minister of State for Education, Professor Saโ€™id Suwaiba Ahmad, explained that there is no restriction or exclusion attached to the selection of any approved subject within the Senior Secondary School Curriculum. They emphasized that all subjects remain fully open for students to choose from, provided such choices are properly guided by the school authority, parents or a certified school counsellor.

They further noted that a science student may select subjects classified under the social sciences or arts, while students in the arts and social sciences may also choose subjects traditionally grouped under the sciences. According to them, the curriculum is designed to be flexible, student centred and supportive of diverse academic interests and career pathways.

The Ministers also clarified issues relating to the subject formerly known as Information and Communication Technology. They stated that the subject has now been renamed Digital Technology, stressing that the change is purely in nomenclature and does not alter the curriculum content. Students who previously offered Information and Communication Technology are therefore fully eligible to sit for Digital Technology during registration and examinations.

On the matter of Trade Subjects, the Ministry explained that six trade subjects have been identified and approved under the curriculum. A student may register for any of these subjects if the school offers them and the student has been taught the subject. However, where a student has not been exposed to or offered any of the six trade subjects, there is no obligation for such a student to register for any trade subject as a third subject.

The Ministry reaffirmed the Federal Governmentโ€™s commitment to ensuring a smooth, inclusive and well guided implementation of the revised Senior Secondary School Curriculum nationwide. It urged all stakeholders including parents, school proprietors, counsellors and examination bodies to rely on verified information and provide appropriate guidance to students as WAEC registration progresses.

The Ministry will continue to champion seamless, accurate and well coordinated registration processes across the country.

West African Examinations Council (WAEC)
Continuous Assessment Score (CASS)

The West African Examination Council (WAEC) had earlier directed all approved schools to register their Senior Secondary School Students at the conclusion of their SS1 class and also upload their Continuous Assessment scores for each subject on the WAEC CASS Platform. Any unregistered candidate as at SS1 will be ineligible to write the scheduled exams for that set when due.

One benefit of CASS is that Students it form 30% of the students WAEC scores. Hence, All schools need to keep proper records of the examination scores of their students in case they are is selected for audit.

Continuous Assessment Score (CASS), which is 30% + Terminal Assessment Score (TASS), which is 70% = Final Score, 100%. So, you can see how useful it (CASS) is. SS1 & SS2 CASS are uploaded online before registration while SS3 CASS is uploaded at the point of registration.

This exercise is to be repeated at the conclusion of their SS2 class and finally, their SS3 CASS, before the West African Senior School Certificate Examination (WASSCE) commences for that year.

Continuous Assessment Score (CASS)
Capturing System

โžข The new system will commence from SS1 where all the subjects offered by the students would be uploaded along with their respective CASS. During registration the personal bio-data and images of each student will be uploaded.
โžข After registration at this level (SS 1), each candidate will be issued with a CASS reference number which would be used to track the progress throughout the Senior Secondary classes till registration of WASSCE.
โžข The CASS Reference Number (CRN) remains tied to each candidate regardless of transfer from one school to another.
โžข The CRN must be provided before candidates would be eligible for WASSCE registration.
โžข Each student is expected to enroll for a minimum of eight and a maximum of twenty subjects in SS1 with a maximum of nine subjects while uploading SS3 CASS.
โžข SS1 and SS2 CASS should be uploaded at the end of the promotion examinations for each year and not later than August 31 of each year.
โžข SS3 CASS should be uploaded along with the WASSCE registration. No school would be allowed to register candidates for WASSCE without CASS Reference Number (CRN) issued to the candidates in SS1.
โžข Schools seeking recognition should apply for such when their students are in SSS1 in order to obtain the CASS Reference Number for WASSCE registration or move their students to a WAEC recognized school ahead of the examination for the acquisition of the CASS Reference Numbers.
โžข CASS entry sheet pro forma are available for download from the CASS online site: waecinternational.org to serve as a guide to help gather students data for subsequent capture on the CASS offline or online system. The prerequisites and installation file for waec cass offline as well as the user manual can also be downloaded from the site: WAEC CASS Download Center Or Download and Install WAEC CASS Application [Latest Version]
โžข The online site would be opened for uploading on June and closes on August 31st each year.
โžข Each school should ensure that this target date is achieved as inability to upload within this time frame may disqualify the candidates from registering for WASSCE.

ENTRY PERIOD
โžข Upload of CASS I & 2 - Tuesday, August 19 to Wednesday, December 31, 2025
โžข Offline Registration - Tuesday September 16 to Wednesday, December 31, 2025
โžข Online Registration - Monday, September 22, 2025 to Friday. January 17, 2026

NOTICE FOR SCHOOL ADMINISTRATORS, PRINCIPALS, PROPRIETORS & STAKEHOLDERS

The Federal Government, through the Ministry of Education, has introduced a new policy on Continuous Assessment (CA) and candidate registration for Senior Secondary Schools.

Key Points:

TRANSFER BAN FOR REGISTRATION: Schools must not register candidates who were transferred or admitted at SS3 for NECO examinations, whether in public or private schools with effect from the 2026/2027 academic session.

POLICY OBJECTIVE: To ensure academic continuity, improve learner monitoring, strengthen the integrity of SSCE, and curb examination malpractice (including last-minute candidate movement for unfair advantage).

CONTINUOUS ASSESSMENT STRUCTURE:
The Continuous Assessment (CA) has now been reduced to 20% (10% SS1 + 10% SS2).
Resultantly, Schools are no longer required to upload Third Year (SS3) CA.
And the CA scores will henceforth be uploaded on a TERMLY BASIS for SSS1 & SSS2 only.

UPLOAD TIMELINES: First (1st) Term in January, Second (2nd) and Third (3rd) Terms in April and August, respectively.

COMPLIANCE: Strict adherence to these timelines and directives is mandatory. All schools and stakeholders are advised to comply fully to avoid sanctions and ensure examination credibility.

Fields of Studies

The management of the West African Examinations Council (WAEC), on 8th October, 2025. Clarified the removal of trade subjects from its Continuous Assessment Scores (CASS) online portal. According to the exam body, the decision was made by the Federal Government and other key education stakeholders, not the examination body. He explain that the change aligns with the new secondary school curriculum under which current SS3 students will register for the 2026 West African Senior School Certificate Examination (WASSCE).
Head of National Office (HNO) WAEC, Nigeria, Dr Amos Josiah Dangut, disclosed this during a sensitisation road show in Lagos, Nigeria on preparations for the full adoption of Computer-Based Testing (CBT) examination mode by 2026.

The Head of National Office (HNO) assured schools and candidates that some of the affected trade subjects had been modified or merged under new names, but their content and curriculum remain largely unchanged.
Some subjects, Dr Amos Josiah Dangut stressed, had been renamed or combined, while the content, syllabus, and curriculum are still the same, so no one should panic, even as he explained that keeping obsolete trade subjects on the portal would serve no purpose since they no longer exist in the national curriculum.

On the forthcoming CBT-based WASSCE in 2026, the HNO further reaffirmed WAECโ€™s readiness to conduct the exam entirely via computer, noting that the system will ensure inclusivity for all candidates in the country.

The New Curriculum Has: LIGHTER LOAD, STRONGER MINDS FOR A SMARTER GENERATION

The Honourable Minister of Education, Dr. Maruf Tunji Alausa, CON, alongside the Honourable Minister of State for Education, Professor Suwaiba Saโ€™id Ahmad, has announced a major review of the national curriculum. The reform is designed to reduce subject overload, promote skill development, and align Nigerian education with global best practices.

This landmark decision followed wide consultations with the Nigerian Educational Research and Development Council (NERDC), WAEC, NECO, NBTE, NABTEB, and other critical stakeholders in curriculum design and assessment.

The key changes in the new curriculum include a reduction in the number of subjects across all levels. Pupils in Primary 1 to 3 will now take a minimum of 9 and a maximum of 10 subjects; Primary 4 to 6 will study 11 to 13 subjects; Junior Secondary School (JSS 1โ€“3) will take 12 to 14 subjects; while Senior Secondary School (SSS) will retain 8 to 9 subjects, with a sharper focus on five core areas: Humanities (Arts), Sciences, Business, one trade subject, as well as the core and compulsory general courses. The Nigerian Language subject has also been streamlined to only offer the following languages; Hausa, Igbo and Yoruba.

A new subject, Citizenship and Heritage Studies, has been introduced at the senior secondary level by merging Nigerian History, Civic Education, and Social Studies, while Nigerian History has been reintroduced as a compulsory subject from Primary 1 to JSS 3.

Trade subjects for non-technical schools have been streamlined from over 30 to six practical areas: Solar PV Installation and Maintenance, Fashion Design and Garment Making, Livestock Farming, Beauty and Cosmetology, Computer Hardware and GSM Repairs, and Horticulture and Crop Production. In addition, National Business and Technical Examinations Board (NABTEB) will now administer 28 revamped trade subjects for technical colleges. WAEC and NECO subjects have also been aligned to reflect the revised structure, focusing on core areas and relevant trades.

Speaking on the reform, Dr. Alausa said the new curriculum, which will take effect in the 2025/26 academic year, will allow children to learn in a more focused and functional way without the burden of too many subjects, while teachers will benefit from a simpler structure, and government resources can be better directed toward building a stronger, skill-driven education system.

The Honourable Ministers emphasized that the curriculum overhaul is a testament to the Federal Government's commitment to revitalizing the education sector, enhancing the quality of instruction, and ensuring that Nigerian students are equipped with the knowledge and skills required to thrive in the global economy.
The Ministry assures parents, teachers, and students that it will provide the necessary support to ensure a smooth transition to the revised curriculum.
